• Official capacity only. Private remarks don't count. Congress doesn't count.
• Any life counts, microbes included.
• "Definitively" isn't defined. The exchange decides borderline cases.
• Open dates: Dec 1, 2026; Jan 1, 2027; Jan 1, 2028; Jan 20, 2029. September, October and November 2026 resolved No.
